Assistant Minister Fang Aiqing: Operation Report of Silk Industry (1)

Today, the Ministry of Commerce held a national silk and silk work site meeting in Nanchong. The main tasks were to summarize the management of the silk industry in recent years, exchange work experiences across the region, and study and analyze the situation facing the development of the industry, especially to study how the silk industry can develop scientifically in the new situation. , further clarify the working ideas and deploy the next phase of work. Below, I will say three things:

1. Significant achievements have been made in the development of the silk industry Since 2006, the Ministry of Commerce has implemented the “East” strategy to implement the strategic policy of the State Council and the State Council on continuing to promote the development of the western region, rejuvenating the old industrial base in the northeast, and promoting the rise of the central region. Sangxi moved the project. Driven by policy guidance, financial support, and leading enterprises, the new pattern of “all advantages, positive interaction, and coordinated development” of the silk industry in the east, central and western regions was constructed.

(A) optimize the regional structure, industrial layout more reasonable

the Midwest to become the main producing areas of sericulture, sericulture industry with the formation of the four major advantages. From 2003 to 2005, China’s central and western regions (18 provinces) accounted for 69% and 55% of the national average for the three-year average of mulberry area and silkworm cocoon, respectively. In 2009, the proportion increased to 74% and 66%, respectively, an increase of 5 % and 11%. The “East Sangxi Moving” project supported the construction of 106 sericultural production bases in the central and western regions, and developed nearly 1.6 million mu of mulberry fields. In the central and western regions, a tropical and subtropical sericulture production belt represented by Guangxi and northern Guangdong has been initially formed, a southwestern sericulture production belt represented by Sichuan and Chongqing, and a northern ecological sericulture industry represented by Shanxi, Gansu, Ningxia, and Hebei. Yuxi is represented by the middle sericulture production belt. The four major sericulture production belts have their own characteristics and advantages, with the total output accounting for more than 60% of the country. The rapid development of sericulture production in the central and western regions has eased the situation that silkworm cocoon production has been declining year by year in the eastern region, and has made positive contributions to stabilizing the industry.

The initial processing capacity of silk in the central and western regions increased and the process of industrialization accelerated. With the adjustment of the production of cocoon raw materials, the primary processing of silk has gradually shifted to the relatively low cost of the Midwest. From 2003 to 2005, silk production in the central and western regions accounted for 32% of the country's total, and in 2009 it increased to 51%. In 2003, the total output of mulberry silk in Guangxi was 0.2 million tons, accounting for only 2.5% of the country. In 2009, the output of mulberry silk reached 16200 tons, accounting for 17% of the country's total. Silk production in Guangxi region accounted for an increase in the share of mulberry silk in the country in six years. Nearly 7 times.

The industrial clusters in the eastern region have begun to take shape, and the effect of industrial transformation and upgrading is obvious. In recent years, the eastern region has focused its efforts on innovation mechanisms, cultivating leading forces, setting up platforms, training personnel, and other aspects. It has formed a cluster of silk and silk industries with different characteristics. The establishment of the silk and women's clothing industry alliance in Hangzhou, Zhejiang Province has effectively promoted the transformation and upgrading of the silk industry; the tie industry in Shengzhou City has actively extended to both ends of the “smile curve”; the tie output accounts for 90% of the country and 40% of the world; Jiangsu Province Hai'an County, relying on Xinyuan Group, has established a comprehensive industrial base for research, development, production and export of stencil silk with a complete industrial chain and a complete range of products.

(Ii) enhance the industrial level, the overall competitiveness of the industry is enhanced

gradually extend the industrial chain. Many silk enterprises have seized the country’s policy opportunity to support the development of sericulture in the central and western regions, set up factories independently or cooperatively in the central and western regions, and promoted the transfer of capital, management, technology, talent, and other elements to the central and western regions, accelerating the optimization and upgrading of the industrial structure in the central and western regions. At present, the central and western regions have begun processing from the silk reel, and gradually expanded to reeling, weaving silk, clothing, and comprehensive development. The processing chain has been continuously extended, and the efficiency of enterprises has been significantly improved.

The technology chain has been effectively strengthened. In recent years, the eastern region has continuously improved and promoted the post-processing finishing technology. Jacquard wide-format shuttleless looms, digital ink-jet printing, new environmental protection and energy-saving technologies and equipment have been widely used in the weaving and dyeing fields. The quality and grade of silk fabrics With greater improvement, the energy saving and emission reduction level of the silk industry has further increased. The modern agriculture concept of popularizing scientific breeding in the central and western regions has significantly improved the quality of cocoon and the quality of silk. The promotion ratio of small silkworm co-breeding, labor-saving sericulture, and checkered clams in Chongqing has increased by 15%, 20%, and 12%, respectively; the popularization and application rate of silkworm mulberry varieties in Guangxi has reached more than 90%, and the quality of mulberry silk is 2A. It is generally up to 4A and partially up to 5A.

The tissue chain is more tight. Through the work of nurturing farmers, promoting agriculture through agriculture, and stimulating industries through trade, using anti-leased packages, investment in stocks, etc., the company, base, and silkworm farmers have formed an interest-related economic community, forming a group of strong competitiveness. Leading companies and clusters with large-scale actions. The large-scale and intensive production replaced a traditional production method of a large-scale mulberry sericulture. Anhui promoted the organizational form of “company + sericulture cooperative + base + farmer households”; Chongqing used urban and rural development pilot projects to speed up the transfer of land management rights, explored and established a new development model of “company + base + peasant workers”; Guangdong Silk Textile Group successively In Guangxi, Hunan and Hainan, joint ventures have been established with local companies to build a South China Silk and Silk Industrial Belt that spans four provinces (districts).

The information chain is constantly optimized. The State Silk Reeling Office successively launched the “Dong Sangxi Moving Project Information System”, “Crimson Silk Industry Market Monitoring System” and “China Silk Marketing Network Management System” on the website of the Ministry of Commerce to promptly publicize the policy guidelines of the state and link production and sales, Government and enterprise docking, research and development enterprises docking, East and West Central docking to build information exchange and cooperation platform. Various regions have also made remarkable achievements in the construction of information links. The increase in the number of information releases and the improvement in the efficiency of information transmission have created conditions for the allocation of resources in the market.

(III) Promoting Farmers' Income Increase and Promoting the Construction of a New Socialist Countryside

According to the statistics of the country's 19 silkworm cocoon production areas, the income of silkworm farmers in 2009 was 12.42 billion yuan, a year-on-year increase of 11.2%. During the production of spring oysters in 2010, silkworm farmers realized income of about 6.6 billion yuan, a year-on-year increase of 70.8%. The 106 central and western sericulture bases that are supported by the policy will bring income of 2.6 billion yuan to 500,000 key farmers each year.

The rapid development of the sericulture industry has effectively promoted the construction of a new socialist countryside. The implementation of the “East Sangxi Moving” project not only increased the income of farmers, but also sent advanced concepts and technologies to rural areas, resulting in a large number of new farmers who have “culture, technology, business management, and good management”. The comprehensive quality of the farmers. Many regions have reported that under the “Eastern Sangxi Moving” project, infrastructure construction has been strengthened, rural urbanization has accelerated, and the construction of rural material civilization, spiritual civilization, and ecological civilization has achieved encouraging results.
