Industrial "Twelfth Five-Year Plan" issued in October

Last week, the reporter learned from the China Industrial Textiles Industry Association that the "12th Five-Year Plan" for the development of industrial textiles was formally introduced in October this year. At present, the Ministry of Industry and Information Technology has basically completed the inter-departmental solicitation of opinions on this plan, and it is urgently necessary to tie in with the blueprint for the future development of multiple industries.

The characteristics of cross-industry and cross-cutting fields of industrial textiles are very obvious. It covers a number of industries such as high temperature filtration, medical protection, geosynthetics, special decoration, agriculture, high-performance textile composite materials, transportation, and construction. These industries are not Or lack of basic materials. In recent years, industrial textiles have played an important role in driving upstream and downstream related industries and promoting the development of industrial economy. The industry has become a new growth point that promotes sound and rapid economic and social development and promotes structural adjustment and economic development of the textile industry. As one of the important symbols of measuring the national textile industry's core competitiveness and technological level. However, due to the late start of the domestic industrial textile industry, its industrial base, technical level, etc. have gaps compared to clothing and home textiles, and there is a gap between the research level and the application level of developed countries. Therefore, Li Lingshen, president of the China Industrial Textiles Industry Association, said that in order to strengthen the textile industry and promote the development of related industries, the Ministry of Industry and Information Technology will take the lead, and the China Industrial Textiles Association will coordinate the preparation of industrial plans. It fully embodies the importance of national government departments to the industrial textile industry, which is one of the important components of strategic emerging industries.

Li Lingshen introduced that the preparation of industrial planning is centered on the industrial orientation of “high-tech industrialization and application fields enrichment” and has determined the guiding ideology, development goals, major tasks, and key development areas of the plan. The development of the industrial textile industry as a sign of technical textiles, only the shift from comparative advantage to competitive advantage, and the expansion of application areas from satisfying demand to enrichment can only contribute to structural adjustment of the textile industry and technological progress in related industries.

Looking at the "Eleventh Five-Year Plan" period, although the industrial textile industry can develop rapidly, it mainly depends on the growth of the number of extensions. As the overall strength of the company is not strong, there is little convergence between production and demand, products are mainly low-end, conventional, high-tech products, high value-added products, biomedical textiles, high-end automotive interiors are mainly monopolized by foreign-funded enterprises or rely on imports. The industry level is not high. During the "Twelfth Five-Year Plan" period, the industrial textiles industry has to adhere to the development main line of "raising the core competitiveness", highlighting independent innovation, optimizing the product structure, strengthening the convergence of production and demand, and improving public services.

In 2011, the industrial textile industry maintained a stable operation, with stable growth in key indicators such as production, investment, sales, and import and export. Statistics from the National Bureau of Statistics show that from January to May, the three large-scale enterprises in industrial textiles, including ropes, cables, cables, textile belts, and cord fabrics, and non-woven fabrics, achieved industrial output value of 48.87 billion yuan, a year-on-year increase of 29.4%. The sales value of 47.19 billion yuan was realized, a year-on-year increase of 28.8%, and the sales ratio was 96.6%. On the export side, the data from the General Administration of Customs showed that the value of industrial textiles exported from January to May reached 6.68 billion U.S. dollars, a year-on-year increase of 29.4%. In particular, export unit prices have generally risen. This shows that the industry effectively delivered raw material pressure downstream, improved product quality and technology, and enhanced international competitiveness. It also showed that the growth of the industry is gradually escaping from the extensive mode of relying on quantity and turning to connotative development. It can be said that the operation of the industry in the first half of the year has already achieved a good start for the “Twelfth Five-Year Plan”.

However, there have been days when industrial planning has been revised from last year's project research to many discussions this year. Why hasn't the planning been introduced for a long time? Li Ling Shen made an explanation in two aspects. On the one hand, industrial textiles are affiliated with the branch of the textile industry, which is not only the focal point for the transformation of textile powers, but also an important part of the “12th Five-Year Plan” for textiles. Although industrial planning has risen to the national government level, it must also be subject to textiles. "Twelve Five" will not precede its introduction. On the other hand, the application of industrial textiles far exceeds that of pure textiles. In order to make this plan more operational and pertinent in the overall development of the country, it is combined and coordinated with the future planning of the downstream application industry. Development is particularly important. This requires the Ministry of Industry and Information Technology to negotiate with various departments and widely solicit opinions from the Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, and the Ministry of Health. It will therefore require a period of review and verification.

There are opinions in the industry that some developed countries have always attached great importance to the development of industrial textiles. In particular, developed countries represented by the United States, Japan, and Europe have output of industrial textiles accounting for even more than 40% of the total industry's total fiber processing. It is said that the huge market potential of China's industrial textile industry in the growth stage will soon be stimulated. In this context, the introduction of industrial planning will enable the industrial textile industry to become a new economic growth pole for the textile industry and better promote the coordinated and healthy development of industrial textiles and related fields.
